NATIONAL CENTRALIZED HEALTH PROCUREMENT AUTHORITY

THE EKAPY AUTHORITY

H. E.K.A.P.Y. is a Legal Entity under Public Law (Law 4472/Government Gazette A' 74/19-5-2017).

PURPOSE

Purpose of E.K.A.P.Y. is none other than ensuring the implementation of centralized Procurement , as well as the control of consumption, consumption, pricing of the entire logistics cycle of procurement of products and services of the health system.

Today the mission and role of E.K.A.P.Y. determined by Law 4472/2017. According to him, the mission and role of E.K.A.P.Y. is:

A. The central strategic and operational planning of the economic and logistical supply cycle of products and services, the health system, as well as the monitoring and control of consumption in the field of Public Health.

B. The creation, maintenance and continuous updating of the Electronic Health Procurement Platform , and the related data, which includes the registers:

a) Register of Products, Services and Suppliers.

b) Register of Central Procurement.

c) Register of Costs and Expenses and d) Register of Technical Specifications.

C. The planning of the procurement of products and services required to cover the bodies subject to the law, in accordance with the Strategy of Centralized Procurement (SCP) of Products and Services and the individual Operational Plans of Central Procurement (ESCP), which are drawn up for this purpose by E.K.A.P.Y.

D. The preparation of the terms of the tender announcements, which it conducts, the monitoring of the process of awarding the health products and services, the conduct and approval of all tender procedures , in accordance with the provisions of Law 4412/2016 (A ' 147), the monitoring of the execution of the contracts and the supply of the entities subject to the law.

E. The maintenance of an electronic monitoring file of all the contracts being executed in the field of health , through the Electronic systems "Central Electronic Register of Monitoring of Contracts (K.H.I.M.D.H.S.)" and "National System of Electronic Public Contracts (E.S.H.D.H.S.)", where the bodies subject to the law will enter all the necessary information regarding the course of execution of the contracts,

G. The creation of a mechanism for Internal Handling of Inert Stocks of products , between the bodies of article 23, in which the manner and procedure of internal handling beyond the amount of the safety limit provided by the consumption standards will be provided,

H. The creation of a mechanism for the internal circulation of products and services between the bodies of article 23, to support exceptional and urgent needs arising from extraordinary and unforeseeable events, and the manner and process of this internal circulation.

I. The monitoring of the payments of the central Commissions for the repayment of all the obligations of the bodies of article 23,
